Build a decision-ready record

Confirm the initial-compensation application and signatureFor an initial service-connection or increased-evaluation claim, identify the prescribed form and treat unsigned or incomplete submissions under the applicable incomplete-application procedure.

Preserve the correct date of claimUse the earliest VA receipt date for claim-establishment purposes; do not substitute a later routing or scanning date.

Establish potential Veteran status and verify relevant serviceReview relevant periods, service dates, character of discharge, and any need for further verification.

Define every claimed issue and flag theories, scope, and ancillary questionsDo not rely solely on the claimant’s labels when evidence reasonably raises a theory or benefit within scope.
