Examination-need reference checklist

These saved review reminders do not replace the threshold and evidentiary standards in IV.i.1.A–B.

Review the available evidence firstAn examination or opinion is not needed when the record already contains sufficient medical evidence to decide the issue.

Identify the applicable issue and examination testThe ordinary service-connection test requires current disability or symptoms; an increase instead turns on whether the evidence can support the current evaluation.

Check the evidence required for the actual theoryFor service connection, the second element can be an in-service event, a primary service-connected disability, a presumptive trigger, or qualifying pre-service aggravation.

Apply the appropriate association rule and exceptionsUse the low examination threshold. Increases do not require a new nexus, and qualifying presumptions can supply it for service connection.

Check whether relevant pending development should be completed firstResolve timing when the missing evidence could inform or eliminate the examination need.

Document examination review for each contentionUse the required Exam Review status and development controls; do not advance a claim based only on checked boxes.
