Effective-date sequence
Build the timeline, then apply the rule 1 Identify the exact benefit and disposition The effective-date rule follows the type of benefit and the procedural posture. Do not begin with a date before identifying what is being granted, increased, continued, or denied.
2 Build the receipt and claim-history timeline Locate the relevant application, intent-to-file, supplemental/review request, prior decision, and VA-receipt facts. Preserve the earliest potentially controlling date.
3 Classify the claim or review lane Initial claims, increased evaluations, supplemental claims, review options, reopened/final decisions, and special benefit programs can follow different date rules. Open review-lane routing → 4 Check continuous-pursuit and finality facts Identify whether the record shows a qualifying sequence of review options or whether finality changes the available effective-date path.
5 Identify the date entitlement arose under the governing benefit rule Match the medical, service, exposure, dependency, severity, or other factual event to the applicable legal rule. Do not use the claim date as a substitute for this analysis.
6 Screen special statutory, regulatory, and operational date rules Flag presumptives, liberalizing changes, PACT/exposure provisions, hospital or convalescent ratings, IU, corrections, and other special rules before selecting the date.
